Mary Rae Fouts, EA, CFP® has been a member of the financial services community since 1988. She has twenty years of extensive financial services experience in the fields of life insurance, annuity contracts, financial planning and analysis, and taxation. Mary has Expert Witness experience in Federal and State Courts.
Through Fouts Financial Group, Mary provides a group of Expert Witness and Advisory Services addressing life insurance, annuity contract, welfare benefit plan, elder financial abuse, financial planning, and tax matters. Mary has strong analytical skills and demonstrated experience working with complex issues.

Mary has earned the prestige of being one of the select few Life and Disability Insurance Analysts licensed by the California Department of Insurance. A licensed Life and Disability Insurance Analyst can interpret the rights of any party to an annuity, disability insurance, or life insurance contract; provide advice on matters concerning such contracts; and charge a fee for such services. Mary also holds Life Agent and Fire and Casualty Broker-Agent insurance licenses.
As an Enrolled Agent and a CERTIFIED FINANCIAL PLANNER™ practitioner, Mary has met the rigorous licensing and certification requirements established by the United States Department of the Treasury and the Certified Financial Planner Board of Standards, Inc.
Mary provides volunteer services to the Certified Financial Planner Board of Standards, Inc., including service as an Associate Commissioner for CFP Board’s Disciplinary and Ethics Commission and service as a Certification Examination Content Specialist. She also provides volunteer services to the Internal Revenue Service as a focus group participant. Prior to founding Fouts Financial Group, Mary held marketing, technical, and administrative positions with large, multi-line insurance companies.
